CHINESE Consul at Mandalay. Please see telegram of the 26th instant from Government of India to Secretary of State.

On the 20th ultimo I forwarded to you application from the Wai-wu Pu, and at the same time suggested that, in return for acceding to their request, we should obtain from the Chinese Government the formal recognition by them of Mr. Macartney as His Majesty's Consul at Kashgar.

I have repeated this telegram to the Government of India.
